Bilal Chaudhry is Vice President of Pricing and Financial Analysis of OCR Global. Mr. Chaudhry leads the business financial management, strategic price planning, and deal structuring decisions for OCR and its clients. As part of his role managing the combined functions, Mr. Chaudhry is responsible for improving overall execution and controls, minimizing financial risk, accelerating project revenues and decreasing cost to optimize and strengthen company performance in the aerospace and defense industry. A big believer in effective business strategy and results, Mr. Chaudhry supports the formulation of economically sound concepts and tools and has achieved this through the provisioning of financial controls and complex financial models.

Mr. Chaudhry was named to VP Pricing and Financial Analysis position in December 2018 and since then has taken on additional leadership responsibilities. Previously as the Director FP&A, he oversaw pricing, government audits, and project management providing company executives with information to make strategic, operational, and tactical decisions. Mr. Chaudhry is no stranger to financial decision making and brings to OCR over 12 years of proven success in cost analysis, budgeting, financial projections, and reporting. This comprises of budget execution, profitability analysis, and audit. He has extensive experience with pricing negotiations and strategies, project financial controls and management, data modeling, and information management. His experience includes both commercial and government clients that include U.S. Department of Defense (DoD), U.S. Congress, and Republic of Iraq Justice System & Navy.

Before joining OCR, Mr. Chaudhry worked for 13 years for a diverse and prestige range of large private and public organizations, which include PricewaterhouseCoopers LLP (PwC), BearingPoint (now Deloitte Federal Consulting) and Prudential Financial. Over the course of his career, he has been involved in transactions aggregating over $200 million across a diverse group of industry sectors including commercial real estate, hospitality, medical, and aerospace and defense contracting. Mostly, recently he was integral in a client wining a U.S. Navy shipbuilding procurement effort worth over $400 million. While at PwC he was part of the Federal Practice and served as the Finance Manager on various multi-billion dollar DoD projects that encompassed initiatives such as Financial Improvement and Audit Readiness (FIAR) and Base Realignment and Closure (BRAC – that involved congressional financial reporting). While at BearingPoint, he played an integral part in establishing audit controls that aided in getting current with SEC filings. He has received numerous accolades and awards that showcase his commitment to company core values, attributes, and behaviors and excellence. Mr. Chaudhry holds a B.B.A from The College of William & Mary in Operations & Information Technology and Finance. He is a Certified Defense Financial Manager (CDFM) and holds certifications for Six Sigma Greenbelt and Lean. He is also an avid club cricketer and has served as the Executive Secretary on one of the largest cricket leagues (a non-profit 501 c(3)) in the U.S.

Tim Allen

Vice President Quality & Risk Management Weapons & Ammunition

Tim Allen serves as Vice President of Quality and Risk Management for OCR. In this position Tim works directly with foreign governmental agencies and private companies acquiring and executing U.S. Department of Defense non-standard ammunition and weapons program operations.

Tim has 23 years of U.S. military experience in military supported management, logistical services, training and operations serving in Infantry, Artillery, Combat Support Units and Special Operations Units. With multiple deployments has demonstrated a strong and diverse background in Operational Logistics Support and services with foreign armies. He has continued working in the private sector in Africa, Asia, Europe and the Middle East. He has held numerous professional leadership positions, including Military Operations Manager, Military Procurement Manager, Ammunition and Fuel Manager, Physical Security Manager, Site Operations Manager, Site Logistics Manager, Quality Assurance Manager, Military Logistics Director of Regional Training. He has extensive Operational Strategic Planning and Operational Logistics Support background, including working with Customs Clearing Agents, clearing a multitude of various configured material from sea, land and air ports of entry. Tim has a Master’s Degree in Supply Chain Management, from Florida Institute of Technology and a Bachelor’s Degree in Occupational Training and Development, from Louisville, Kentucky. PMP Certification from Villanova University, Lean Six Sigma Green Belt Certification from Villanova University, Government Contracting, Project Management, Team Effectiveness Certifications from Villanova University.
